It doesn't mean that they are based upon reality, what it means is that they are able to craft, manipulate, and bend reality to their whims. This is true, doubt me not. For is it not true that abiding by reality is far harder than shaping it to your whims? As a point of reference then, how easy would it be to craft a fantasy world in an insane mind compared to Alexander the Maniac conquering the entire known world? There is a fundamental difficulty slope here. "Reality based community" simply means that reality is what they base their priority upon. Shaping reality, then, becomes all important machination in illusion and deception. People misunderstand folks when they claim that they are the “reality based party”. It doesn’t mean that they are based upon reality, what it means is that they are able to craft, manipulate, and bend reality to their whims. This is true, doubt me not.
